Grade 1 Posts 157 Posts Monopolized by the Zua’ama of Sects
By definition, public service jobs serve society and improve the various services provided to citizens by the state. In Lebanon, however, they are monopolized by the Zua’ama of the 18 Lebanese sects. The politicians distribute public service jobs among their unqualified supporters, turning them into political and sectarian protectorates that cannot be prejudiced or held accountable. The Taëf Agreement stipulates that the principle of sectarian representation in public service jobs is to be cancelled with the exception of Grade 1 posts, which are to be distributed equally between Muslims and Christians without reserving any particular job for any sect.
The equality was respected, but the Zua’ama of sects continue to hold sway over these posts. In point of fact, Maronite posts are divided between the President of the Republic, the Free Patriotic Movement, Lebanese Forces, Kataeb Party and Marada Movement. The Sunni share goes for Prime Minister Saad Hariri, the Shia’a share for Amal Movement, Speaker Nabih Berri and Hezbollah, and the Druze share for MP Walid Jumblatt.

By sect, they are distributed as follows:
Grade 1 posts have been reserved for certain sects and it is difficult to replace them by other posts.
