The General Establishment for Consumer Markets

In a previous presentation about Lebanese governmental institutions and administrations that no longer function or serve a purpose but continue to receive annual budgets, Information International highlighted the Alissar Foundation. This article focuses on the General Establishment for Consumer Markets.

Establishment and Responsibilities

This institution was established by Decree No. 5735 issued on 29-9-1994, operating vis-à-vis the Prime Minister's office. The establishment is responsible for organizing, managing, and investing in popular markets, guiding consumers, raising awareness on exploitation and fraud, and promoting the consumption of domestic products.

Achievements and Costs

After approximately 30 years since its establishment, the institution has failed to achieve any of its intended goals. Nonetheless, it continues to exist, with an annual budget allocated in the 2024 budget law reaching LBP 4.739 billion (USD52655.55), compared to LBP 846 million (USD9400) in 2022. This budget includes LBP 3.739 billion (USD41544.44) for salaries and wages, and repayment of a treasury loan, and LBP 1 billion (USD11111.11) for the institution's expenses.
