Tunnel
The initial cost of the tunnel project is estimated at USD 35 million, a fairly high figure which would rise further to roughly USD 58.3 million if the cost of land acquisition is taken into account, standing at around USD 23 million. The cost reflects the alterations to the infrastructure (rainwater drains, potable water pipes, wastewater pipes, electrical and telephone installation lines) and soil reinforcement as underground water is situated only two meters below the current street level. The expected duration of this project is no less than three and a half years.
The high cost and long duration of the project were the two pretexts used to challenge this option and those objecting to it demanded other solutions, one of which is the construction of a bridge according to modern standards.
Bridge
Two designs were suggested for the bridge in question. The first bears a form of reverse Ls (û ë); its approximate cost is USD 5 million and would take a year and a half to complete. The second is a U-shape bridge, one side heading towards Antelias and one towards Jal El-Dib. It would cost USD 8 million and is more preferable as there is no need to close the shops and businesses running along the sides of the road.
After months of waiting and divergent positions, the Cabinet opted eventually for the tunnel, despite its significant cost. Financing for this vital project was not provided until after two years in May 2014. It is noteworthy that the old bridge was taken down in 2012, and today, nearly four years after its removal, residents are still denied entry into and exit from the town through the direct highway.
