Lebanon’s Public Salary Cost: More than one quarter of budget expenditures
Between 2010 and 2015, the cost of public salaries and indemnities increased from LBP 5,244 billion or 26.8% of the total public budget figures at LBP 19,537 billion, to LBP 7,161 billion totaling 30.6% of the public budget figures at LBP 23,362 billion, i.e. up by LBP 1,917 billion or 36.5%.
According to the following Table 1, one may observe:
An invariance in the cost of indemnities and allocations of public authorities, which remained at LBP 15.7 billion.
A huge increase by LBP 975 billion or 43% in the cost of permanent employees.
A huge increase by LBP 592.4 billion or 91.5% in the cost of social welfare benefits.
An increase in the cost of pensions and end-of-service indemnities by LBP 800 billion or 57%.
Between 2010 and 2012, the cost of salaries, pensions and end-of-service indemnities rose by LBP 522.1 billion or 10%. Between 2012 and 2015, it rose by LBP 1395 billion or 24%.
