LBP 12 billion of “supplemental appropriations” in the public budgets (1992-2016)
Public budgets estimate detailed data for all state revenues and expenditures, but they are often inaccurate. Expenditures are always higher than revenues, which leads to an increase in the deficit and to supplemental appropriations that would cover budget shortfalls. The following table shows that supplemental appropriations reached LBP 1,000 billion between 1992 and 2016. Public budgets’ method of presentation used to decrease the amount of actual expenditures so it appears the deficit will quickly decrease a few months after the disbursement of budget expenditures. Only the use of supplemental appropriations will provide the needed funds, namely because many of the expenditures covered by supplemental appropriations are fixed. Those who authored the budget were supposed to estimate the real expenditures. The non-approval of state budgets since 2005 has only exacerbated the situation, and the additional spending was then covered using the supplemental appropriations. It is noteworthy that the amount of additional spending in some years was close to the budget expenditures.
