Security forces’ secret expenses totaled roughly LBP 6 billion in the 2004 budget. The figure rose to roughly LBP 20 billion in 2010 and slightly more by LBP 177 million in 2014. The year 2015 saw a drastic increase to LBP 47.560 billion, up by LBP 41.557 billion from 2004 or 692%.
The highest increase was recorded between 2014 and 2015 at roughly LBP 28 billion or 138% in a single year.
By apparatus, the Lebanese Army Intelligence still dominates the largest share at 30% of secret expenses. The Internal Security Forces expenses rose by 1654% between 2004 and 2015 whereas those associated with the General Security rose by 875%.
