The Lebanese Parliament passed the salary-scale bill for civil servants on Tuesday, July 18, 2017, bringing to an end five years of financial and political tensions and discussions. Apart from the taxes imposed to provide resources for approving the salary scale, and from the political speculation and its repercussions on monetary and financial stability, the following is the value of the pay raise received by civil servants of different categories. For ease of reference, we have listed the salaries in descending order:

Salary-Scale Path 
After about a year of discussions, the Council of Ministers approved the salary-scale bill for serving and retired state employees on September 6, 2012. Yet this bill was reexamined after a series of strikes (namely the teachers’ strike) and the new bill was referred to the Parliament by Decree No. 10416 of June 13, 2013. Since then, the subject of the salary-scale bill became an ongoing controversy until it was finally approved in March 2017 after being amended in the Joint Parliamentary Committees.
 
New Salaries:
The percentage of the salary increase varied depending on categories and grades. The second category-Grade 1 received the highest increase (144%), while Grade 22 teachers received the lowest (38.5%).

Lebanese University Professors:

Exceptional Grades and other Indemnities:
  • The abovementioned salaries do not represent the total income of civil servants as they receive exceptional grades and other indemnities.  
  • Two exceptional grades were granted to the judges and LBP 500,000 was added to their new salary. The judges also receive additional salaries from the judges’ mutual fund every two months.
  • LU professors received two exceptional grades, i.e. LBP 450,000. 
  • Civil servants received three exceptional grades of different values (LBP 180,000-260,000 for the first category and LBP 120,000-200,000 for the second category).
  • Teaching personnel received six exceptional grades of different values (ranging between LBP 35,000 and LBP 170,000 depending on the category).
  • Secondary and vocational teachers of the third category received three exceptional grades. 

 

  • In addition to the salary, military personnel receive the following indemnities:
Generals:
- An end-of-service indemnity equal to the basic salary of Soldier First Class, i.e. LBP 982,000 
- A military-equipment indemnity equal to 45% of the Lieutenant’s salary, i.e. LBP 675,000
- A job indemnity equal to 100% of the salary of Soldier First Class, i.e. LBP 982,000
- A housing indemnity equal to 12% of the salary of the concerned person, i.e. between LBP 752,000 and 870,000.
In total, the military indemnities amount to around LBP 3.4 million.  
 
Major Generals and Brigadier Generals:
- Benefit from the Generals’ indemnities except the end-of-service indemnity. 
 
Officers at the rank of Brigadier General, Lieutenant Colonel, and Major receive the following indemnities:
- A military-equipment indemnity equal to 30% of the Lieutenant’s salary, i.e. LBP 450,000
- A job indemnity equal to 60% of the salary of Soldier First Class, i.e. LBP 590,000
- A housing indemnity equal to 12% of the salary of the concerned person.
 
4. Officers at the rank of Captain, Lieutenant, and Second Lieutenant receive the following indemnities:
- A military-equipment indemnity equal to 20% of the Lieutenant’s salary, i.e. LBP 300,000
- A job indemnity equal to 40% of the salary of Soldier First Class, i.e. LBP 393,000
- A housing indemnity equal to 12% of the salary of the concerned person.
 
5. Non-officers receive the following indemnities:
- Soldiers, Soldiers First Class, Corporals, and Corporals First Class receive a field-service indemnity of 20% of the salary of Soldier First Class (i.e. LBP 196,000) while Sergeants, Sergeants First Class, Adjutants, First Adjutants, Warrant Officers, and Chief Warrant Officers receive 16% (i.e. LBP 157,000)
- A housing indemnity equal to 12% of the salary of the concerned person. 
 
All civil servants receive a daily transportation indemnity of LBP 8,000, as well as family benefits for children and spouses.
